Principal's Message 2007-2008 Welcome to the 2007-2008 school year. I hope each of you had a great summer break and is ready to get back to work. The recent passage of the levy has resulted in an expanded schedule, which means more opportunities for you. I certainly hope you take full advantage of them. Please be sure to read this handbook carefully, as it details the guidelines for being a productive member of the school community. THE CONSTITUTION OF POTLATCH HIGH SCHOOL PREAMBLE We, the students of Potlatch High School, in order to systematize the management of school activities, to promote school spirit, to bring closer cooperation and understanding between students and faculty, and to promote better citizenship, do ordain and establish this constitution for Potlatch High School. Article I. Name The name of this association under this constitution shall be know as the Associated Student Body of Potlatch High School. Article II. Membership Membership includes all regularly enrolled students who have paid for their Student Body Cards for the current year Article III. Grant of Authority It is understood that any of the authority exercised by this Association is granted by the Administration of the school and the Administration may rescind that authority. Article IV. Student Council Section I. Membership The members of the Student Council shall be as follows The President of the Student Body. The Vice-President of the Student Body. The Secretary of the Student Body. The Treasurer of the Student Body. The Reporter for the Student Body. The Presidents of all classes and the Presidents of all authorized organizations. The Student Council Representatives elected by each class. The Cheerleader Captain. The Principal shall be a non-voting, ex-officio member of this Council and act in an advisory capacity only. Section II. Eligibility All members of the Student Council must be a paid Associated Student Body member and maintain a cumulative “C” grade point-average. Section III. Duties The Student Council and the Principal shall approve all expenditures of Student Body funds except those falling under a contract and those minor items whose purchase is sanctioned by the Principal. Student Council shall see that the rules set up by this constitution are followed. The Student Council shall promote activities that make for better cooperation and fellowship of the Student Body. Article V. Student Body Officers Section I. Terms These officers shall be elected by the Student Body for a term of two consecutive semesters unless recalled by the procedure set forth in Article VIII, Section I and II. All terms shall begin immediately after spring election ceremonies and shall end after the following spring election. Section II. Qualifications and Duties All Student Body officers shall maintain a cumulative “C” grade point average or better, be in attendance at Potlatch High School for the full year and be paying members of the Potlatch Associated Student Body. Members must be in attendance a minimum of 75% of the time to vote on issues . The President shall be a senior. His/her duties shall be as follows: The President shall appoint, with the approval of the Student Council, all committees necessary to take care of the Student Body activities. The President shall fill all vacancies occurring in the Student Council and in Student Body offices with a temporary appointee approved by the Student Council until a formal election can be held. The President shall preside over all Student Body functions. The President shall call Student Body meetings or Student Council meetings with the approval of the Principal. 3. The Vice-President has the same qualifications as the President except that he/she shall be a junior or a senior. The Vice President's duties shall be to assist the President with the duties of that office and take the President's place in case of a vacancy. The Secretary shall have the following duties: The Secretary shall keep accurate minutes of the Student Body and Student Council meetings. The Secretary shall have the responsibility for all correspondence for the Student Body. The Secretary shall publish a copy of the minutes of each Student Council meeting and post it within twenty-four hours after the meeting has taken place. These minutes must be filed in the principal's office and kept for four years. The Secretary shall prepare reports and announcements as directed by the Student Council or President of the Student Body. The High School Reporter shall write news stories relating to Potlatch High School activities and submit to any newspapers, radio stations, or other means of communication, which the reporter may choose. They shall be submitted within one week. Section III. Elections People running for Associated Student Body Offices must declare their candidacy and notify the Associated Student body President and the Principal's office not later than two weeks prior to elections. A list of candidates for office shall be posted on the multipurpose room bulletin board at least one week prior to the election by the secretary. A secret ballot shall be used during Student Body Elections. The Student Council shall direct all elections. Elections shall be held in the spring of the year for all Associated Student Body Offices. A majority vote will be required to elect any Associated Student Body Officer. Eighth Grade students may participate in Associated Student Body elections, while the seniors may not. Section IV. Number of Offices Per Person Any one student may hold one major and two minor offices, or three minor offices if no major office is held. “Major Offices” include presidents of all classes and organizations and all Associated Student Body Offices. “Minor Offices” are all other offices of classes and organizations. A student may not drop an office to which he has been elected in order to run for another office. Article VI. Financial Organization Section I. Money Money for all classes and organizations shall be turned over to the Treasurer for banking and disbursement. Section II. Requisitions Anyone wishing to purchase an article or spend money for an organization or class shall have a requisition before he/she does so. This requisition shall bear the signature of the Principal and/or the Treasurer telling what the money is going for. It must bear a requisition number and a carbon copy shall be made. The Treasurer shall be required to keep enough money for paying these requisitions. Section III. Bookkeeping All records of classes' and organizations' financial status shall be kept by the Treasurer. Class and organization Treasurers shall check with the Treasurer to find their financial status. Each Treasurer shall give a report to their particular group at monthly and yearly intervals. Article VII. Meetings Section I. Robert's Rules of Order shall be followed at all meetings. Section II. Student Body meetings shall be held whenever the Principal and Student Body President deem it necessary. Section III. Organizations: The executive head of each organization shall be responsible for arranging for meetings of his or her organization. They must be sanctioned by the Principal . Article VIII. Recall Any officer of any group may be recalled from his position in the following way: Section I. The Advisor of the group shall take the matter to the Student Council. Section II. The Student Council shall obtain all particulars on the case, weigh them carefully, and then decide whether the case will go to the final vote in the group in which it originated or whether the matter is to be dropped entirely. Article IX. Color Kelly green, gold and white shall be the official school colors. Article X. Song “Loyal and True” shall be the official school song. P,H,P,H,S, Fight Loyal and true We pledge allegiance to you. This is our motto We are all for one And all for Potlatch High School. Cheers to our school. Forever more may she rule. Minutes of Organizations The secretaries' minutes and major committee reports of all classes and organizations shall be filed with the Principal at the end of each school year to be kept for four years. Article XII. Initiative An initiative may be proposed by a petition signed by 10% of the Student Body, This is not for amending the constitution. A majority vote by the Student Body will be required to carry the initiative. Article XIII. Interpretation The Student Council shall interpret the constitution. Article XIV. Student Functions Section I. All members of the staff (including board members) and their spouses shall be admitted to the Student Body functions free of charge. Section II. Clean-up: The organization sponsoring any event will see that all cleaning of the gymnasium and multipurpose room is finished after the event. If this cleaning is not done in time for the next event held in the gymnasium or multipurpose room, the Student Body President shall see that it is cleaned and the cleaners paid by the group responsible. This shall apply to any building used by any organization or class of the High School. Article XV. Amendments Section I. Submitted All proposed amendments to this constitution shall be submitted to the Associated Student body by a majority vote of the Student Council. Section II. Two-Thirds Majority This constitution may be amended by a two-thirds majority vote of both the Student body and the Student Council. Section III. Approval All amendments to this constitution must be approved by the Principal. DAILY SCHEDULE
DAILY BULLETINThe bulletin should be read to all students during the first hour. A copy of the bulletin will be posted in the office window and the Potlatch forum website. ( http://forum.potlatchschools.org) The bulletin contains important information concerning students, teachers, activities, meetings and other important announcements. Anyone who wants to have something posted on the forum should bring it to the front office by 3 p.m. the day before. All notices for the bulletin must be signed by the advisor of the organization. SCHOOL BUS RULES Each student, under the direction of the driver, is to be assigned a seat and held responsible. Pupils must be on time; the bus cannot wait for those who are tardy. Unnecessary conversation with the driver is prohibited. Outside of ordinary conversation, classroom conduct is to be observed. Pupils must not throw waste paper or other rubbish on the floor of the bus. No pupil will at any time extend arms or head out of bus windows. Pupils must not move about within the bus while it is in motion. The driver is in full charge of the bus and pupils Any damage to the bus is to be reported at once to the driver. PENALTY: Violation of these rules will result in student being temporarily or permanently banned from riding the bus. CARE OF BOOKS, EQUIPMENT, BUILDING, ETC. Students should remember at all times to take care of school property. It is your school and it will be the school of your younger brothers and sisters. We are fortunate to have a modern school and we should try to keep it that way. The huge cost of building is being paid for by your parents through taxes and you because of what your parents have to pay. Your responsibility is to take care of it – to make it last as long as possible. Also, all books and equipment that are loaned to you free of charge by the school are expensive and should be kept in the best condition possible. Charges may be made for willful abuse or loss of textbooks and equipment. LOST AND FOUND The lost and found department will be in the copy room. Lost articles should be reported to the office immediately. Anyone finding a lost article should bring it to the office so that it may be returned MEDICINE Any medication to be taken by student must be administered through the office. School personnel are not allowed to issue any form of medicine including aspirin or non-aspirin pills. A student may bring medicine such as aspirin, etc. along with a note signed by the parent/guardian, to have available in the office. Each time medication is issued to a student, an entry will be made on the form and the student will initial the entry. Lockers High School students will be issued lockers at the beginning of school. These lockers may be locked by a school combination padlock. Jr. High students will be issued lockers with locks at the beginning of school. Keeping locks on student lockers may be slightly inconvenient, but it is the best way to prevent loss of personal articles. Lockers may be checked by school officials for the best interest of the school. Students with lockers may be asked to be present in case of a locker check. A.S.B. CARDS Any student of Potlatch Junior-Senior High School may purchase an Associated Student Body card for $25.00. This card will admit students to all athletic activities sponsored by the school. All A.S.B . Officers, Athletes, Band, Drill Team and Cheerleaders must purchase ASB cards. To participate in a school sponsored activity you must purchase a student body card. Schedule Changes A student cannot make a schedule change after the first week of each semester without receiving an F. *Incomplete Grades All incomplete grades (I) need to be taken care of 5 days after each quarter. Failure to do so will result in the grade of F. * Circumstances that prevent a student from completing the course (ie extended illness, funeral etc.) will be taken into consideration. SCHOOL LUNCH PROGRAM The school operates a daily hot lunch program. The cost to each student is kept as low as possible, and ensures a balanced meal. The first lunch bell is at 11:47 AM and the second bell is at 11:52 AM . Sr. High and Jr. High will rotate monthly for the first and second bell. The Jr. High will eat lunch at 11:47 AM. Beginning in August and September. Sr. High will be released at 11:52 a.m. The rotation will change the 1 st day of each month. Crowding and rowdy behavior by students will not be tolerated and offenders will be sent to the end of the line. Students will be allowed to prepurchas lunch tickets at the main office. Students will also be allowed to charge hot lunches up to a maximum of FIVE (5) , after which no more charges will be allowed. Charges should be paid as soon as possible. There will be no charging until bills have been paid in full. Free and Reduced lunches are available to children from families who qualify. DANCES High School High school dances, other than regularly scheduled annual dances, will be held on Friday or Saturday nights from 9 p.m. to 12 midnight, with one exception being Homecoming. The Homecoming dance may run until 1 a.m. Doors will close for admittance 30 minutes after the start of all dances. Exceptions to this will be by prior arrangement with the principal. All dances must be chaperoned by at least one teacher and one parent. All Junior High students will be excluded from all High School Dances. Students attending the dances must act in an orderly manner. Misbehavior, fighting etc., will not be tolerated and will result in suspension from future dances at a mimimum. Students bringing guests not attending Potlatch High School must sign up in the office by 3 p.m. prior to the dance, and are responsible for their guests action. Any student leaving a dance will not be allowed to re-enter. Only Potlatch High School Juniors and Seniors may attend and invite guests to the Prom. The student council must approve all dances prior to their inception. ACCIDENTS AND FIRST AID Students should report any accidents or injury to a teacher, the office, or the principal immediately. First aid kits are in the Principal's Office in case of minor injuries. More serious injuries will be referred to a doctor. VISITORS All visitors to the School must check in at the main office immediately upon entering the building. A log of visitors during normal school hours will be kept in the main office. Such log shall include the name of the visitor and a brief description of the business the visitor has on campus. Each visitor shall wear a visible “visitor” badge obtained at the office. The visitor shall return the badge to the office prior to leaving the campus. Parents desiring to meet with teachers should call the school and make an appointment. Students may bring friends or relatives of their approximate age – Jr. High only Jr. High; Sr. High only Sr. High. – to school one day only. If a student wishes to bring a visitor they must make arrangements by 3:00 pm the day prior to the visit. They must first obtain permission from the principal and all teachers and will need to wear a visitor badge at all times. SCHOOL CLOSURES In the event it becomes necessary to close school due to extreme weather conditions, electrical failure, etc., students and parents are advised to listen to KZZL FM, or KCLX AM Radio Station in Colfax. You may also view KHQ Channel 6 T.V. The decision to close will generally be made by 7:00 a.m. It should be assumed that school will operate as usual. If school is to be delayed for one (1) hour, it will begin at 9:15 a.m., if two hour delay school will begin at 10:15 a.m. Please: DO NOT CALL THE SCHOOL FOR INFORMATION. The school participates in a school insurance plan. Students participating in athletics must have insurance. If your family has your own insurance coverage that will insure you adequately you do not need this insurance to play sports. You must pick up a form in the Clerk's office for parent's signature verifying your own coverage. Insurance forms are available in the Clerk's office. ORGANIZATIONS Potlatch Junior-Senior High School has many student organizations. The organizations are designed to give students opportunities to become involved in extracurricular activities, and to participate in the decision-making processes concerning them. The school hopes that many students will take part in organizations that best suit their interests and abilities. The following is a list of possible student organizations at Potlatch Junior-Senior High School: Athletics Dance National Honor Society Knowledge Bowl Choir Cheerleader: High School Cheerleaders: Jr. High Student Government Pep Band Jazz Band Senior Class Junior Class Sophomore Class Freshmen Class 8 th Grade 7 th Grade Math Counts Business Professional Assoc FFA FCCLA REPORTING STUDENT PROGRESSREPORT CARDSThe school year is divided into four quarters of approximately nine weeks each. At the end of each quarter teachers will determine the level of performance and accomplishment in their respective classes for each student. Cards should be reviewed by the parents. Semester Report cards will be withheld for the following reasons: Library fines or overdue books Unpaid shop and art bills Unpaid lunch charges Uniform not returned Lost or damaged textbooks Progress Reports“Basmati” is an internet program that is password protected and is used to keep parents and students current on student progress. It is the intention of the school to have these grades updated at two week intervals. Please do not share your password with other students. Parents are encouraged to contact the school to make an appointment with a teacher regarding their child's progress. The school believes that close parent-teacher cooperation will be beneficial for a student who may be having difficulty. HONOR ROLLStudents earning a 3.0 (or higher) grade point average in a 9-week period will be included on the honor roll. The honor roll is published at the end of each quarter, sent to the newspapers, and posted on the front office window. Semester honor roll will also be published. A student must have five (5) solids to be included on the honor roll. A student with an incomplete may not qualify for the honor roll until that work is made up. A student has one week after the end of the grading period to remove the incomplete. If not completed in that time period, the grade will be recorded as an “F”. Any student receiving a D or F on their report card will not be eligible for the honor roll. GRADING SYSTEM (Unweighted)A Superior C Average F Failure B Above Average D Below Average P Satisfactory INSPECTION AND REVIEW OF STUDENT RECORDSCertain rights pertaining to the inspection and review of student school records and challenging the content of such records are afforded to parents of children less than 18 years of age and older and married students attending Potlatch Public School. Our district has established procedures allowing the above individuals access of records. Our District has established and maintains student records in the following areas: academic, attendance, testing, health and other pertinent information. These records may be housed in any or all of the following locations: the central files of the school, the central files of the special education department, the student's classroom, special education classrooms or ancillary personnel facilities. Individual student files reference the exact location of any additional records pertaining to that student. All records are stored in secure facilities. All student records are maintained for a period of five years after the student leaves the school system, after which they may be destroyed except for permanent attendance and enrollment information, which the district is entitled to maintain indefinitely. Specific parents and eligible students will be notified if student records are to be destroyed while the student is in attendance. (i.e., IEP Programs five years old or older – Total Service Plans, IEPs, test protocols, etc.) Personally-identifiable school records and files of students will be released to only certain school and other education agency officials unless written consent to further release is obtained. Furnishing, in any form, any personally identifiable information contained in personal school records to any persons, other than the above will be permitted only by written consent specifying the records to be released, the reason therefore, to whom copies are provided or permitted when required by judicial order or lawful subpoena. Any person, agency or organization legally entitled to student records and desiring access to such records must sign a written form to be kept in the student's file for inspection by the parent or eligible student. District #285 is required by federal and state regulations to make student records available to parents and students who request to see them within 45 days from the date of request. State and federal regulations afford parents and eligible students certain rights pertaining to student educational records. Parents or students may inspect and review all educational records with respect to the identification, evaluation, and educational placement of the child, and the provisions of a free appropriate public education. Parents or eligible students may request an explanation and interpretation of records. Parents or eligible students may request a copy of educational records and obtain copies at their own expense. Parents or eligible students may have a representative inspect and review the records. If any educational record includes information on more than one student the parents of those children shall have the right to inspect and review only the information relating to their child, or themselves, or to be informed of that specific information. Parents or eligible students my request amendment of records if they believe that information is inaccurate, misleading, or violates the privacy or other rights of the student. Parents or eligible students must be informed of district procedures for the release of confidential information to non-educational agencies. Parents or eligible students may initiate a due process hearing regarding the content of student records. TRANSFERRING STUDENTSStudents who are withdrawing from Potlatch Junior-Senior High School will need to report to the main office to receive a checkout sheet. After the sheet has been signed by all the teachers, books and materials turned in, fines and charges paid, etc., it shall be returned to the office for the principal's signature. It should then be taken to the next school the student will be attending. SCHOOL ATTENDANCE POLICIES POTLATCH SCHOOL DISTRICT #285 PREAMBLE By terms of the Idaho School Attendance Law the Board of Trustees of each school district is required to establish school attendance policies. In pursuant of the requirement the following statement of policies is hereby adopted. THE STATUTE The basic school attendance policy of this district is expressed in the requirements of the Idaho School Attendance Law, Sections 33-201, 33-202, 33-204, 33-205, 33-206, 33-207, and 33-208 of the Idaho Code. This law requires all parents and guardians of children between the ages of six and sixteen years of age to show cause for their children to attend at all times when public school is in session and cause them to conform to the attendance regulations established by the Board of Trustees of the school district in which they reside. The law also provides that under certain conditions, the Board of Trustees may exclude children from the privilege of school attendance. COOPERATION OF PARENTS AND SCHOOL AUTHORITIES Under the law in Idaho the basic responsibilities for the school attendance of children rests with their parents. They are required to “cause” the children to abide by the attendance regulations of the school district. The school district, on the other hand, has the responsibility of providing school facilities and of establishing the regulations to carry out the school attendance law. Success in the matter of public education is therefore dependent upon the cooperation of parents and school authorities. As indicated in the policies set forth below, the school authorities will, in cases of excused non-attendance, issue excuses for absence. If this policy is to be carried out with justice and impartiality, a high degree of responsibility rests with the parents to make certain that requests for excuses and statements of reasons for the absence of children from school are entirely accurate. If this is not done, it may result in excuses for children who present false excuses and penalties for children with truthful statements. Untruthful statements from home thus constitute an effective lesson in dishonesty. The proper education of the children of this community is our most important community enterprise. The Board of Trustees, therefore, calls upon parents in this district to render full cooperation in carrying out the attendance policies. POTLATCH HIGH SCHOOL ATTENDANCE POLICY (Revised August 11, 1986) According to the rules set by the Potlatch School District, high school students must be in attendance at least 90 percent of the time to receive credit. The requirement means a student must attend 81 days of class in a semester to receive credit for a subject. The Potlatch policy treats all of the first nine (9) absences the same and none are exempt from being counted against the attendance requirement. When a student reaches the 10 th absence, all absences will be evaluated to consider if extraordinary circumstances exist “beyond” the control of the principal and/or parents. Students who have 10 or more absences and who also have an unexcused absence may not be granted credit regardless of other absences which may be considered extraordinary circumstances. Parents of students will be notified in writing when their child has six (6) absences and again if the child has nine (9) absences. At the 10 th absence the parent, student, and principal will meet to determine if any were due to extraordinary circumstances. Examples of extraordinary circumstances could include illness or injury if verified by a doctor or competitive interscholastic activities at the state level. If the principal rules that the extraordinary circumstances were beyond the student's control, the absence may be excused. If the absence is included, the student loses credit for the class. The student can also contest the principal's ruling and appeal to the district superintendent and the school board. Athletic events that the school schedules will not be considered an extraordinary circumstance. Any athletic event that the state schedules, such as tournaments or play-offs, will be considered beyond the control of the student and the school. EXCUSED ABSENCES Illness : A note from the parent or legal guardian is required stating illness as the reason for the absence. A note from a doctor is required if the absence is to be considered as an extraordinary case in waving the 90% attendance requirement. Death in the family : A note from the parent or guardian is required. Pre-notification absences : If the student will miss school for personal reasons, the absence will be excused under the following rules: All concerned teachers have initialed the form. The principal has been informed as to the nature of the absence. The request is submitted, and the form is turned in, prior to the absence (pre-arranged absence form). Students will be granted one day for each day absent to make up work each teacher has provided. UNEXCUSED ABSENCES All other absences shall be unexcused. Truancy . (Adopted 2/15/01) Absence without a legitimate excuse shall be deemed truancy. An habitual truant is any pupil who repeatedly has violated the attendance regulations established by the Board or other governing body. All absences are recorded as unexcused until the school receives, from the parent/guardian, a report explaining the reason for the student not attending. Unexcused absences are considered truancies and are illegal. After four (4) unexcused absences, the building principal shall be authorized by the Board of Trustees to refer pupils to the prosecutor's office as habitually truant. Parents, the superintendent, and the school board shall be notified of any action to refer a student to the prosecutor's office prior to notification. After four (4) additional unexcused absences, the building principal shall be authorized to refer the student to the prosecutor's office a second time. If a third occasion is necessary, the superintendent shall refer the student to the prosecutor's office following notice and hearing. LEAVING SCHOOL PROCEDURESIf a student finds it necessary to leave the building any time during school hours, or not returning from lunch, he/she must obtain permission to leave school through the front office from the secretary or principal. The parent must make contact with the office prior to departure. They then must sign out on the sign-out sheet. Upon returning to school he/she should check back through the front office and then return to class with an admit slip. A record of this permit must be kept in the office. Failure to check out through the office will result in an unexcused absence, thus a morning detention as a minimum. LEAVING CLASSBefore a student may legitimately leave a class he/she must obtain permission from the teacher. The student is expected to then go to the designated area as assigned by the teacher. Cutting out during a class session without permission is subject to an unexcused absence, thus a morning detention (minimum) or Saturday Morning School. SEXUAL HARASSMENT POLICY Purpose – It is the policy of Potlatch School District No. 285 to maintain a learning and working environment that is free from sexual harassment. Authority – It shall be a violation of this policy for any member of the District staff to harass any other member of the District staff or to harass a student through conduct or communications of a sexual nature as defined below. It shall also be a violation of this policy for students to harass other students or staff members through conduct or communications of a sexual nature as defined below. Definitions – Unwelcome sexual advances, requests for sexual favors and other inappropriate oral, written, or physical conduct of a sexual nature when made by a member of the school staff to another member of the school staff or when made by a member of the school staff to a student or when made by any student to another student or staff member constitute sexual harassment when: submission to such conduct is made, either explicitly or implicitly, a term or condition for an individual's job or education submission to or rejection of such conduct by an individual is used as the basis for academic or performance rating decisions affecting that individual; or such conduct has the purpose or effect of substantially interfering with an individual's academic or professional performance or creating an intimidating, hostile, or offensive academic environment; Sexual harassment, as defined above, may include but is not limited to the following: verbal harassment or abuse: pressure for sexual activity; repeated remarks to a person, with sexual or demeaning implications; unwelcome touching; suggesting or demanding sexual involvement accompanied by implied or explicit threats concerning one's grades, job, etc. Procedures – Any person who alleges sexual harassment by any staff member or student in the District may use the District's complaint procedure or may complain directly to the building principal, guidance counselor or other individual designated to receive school complaints. Filing a complaint or otherwise reporting sexual harassment will not reflect upon the individual's status nor will it affect future employment, grades, or work assignments. The right to confidentiality, both of the complainant and of the accused, will be respected consistent with the District's legal obligations, and with the necessity to investigate allegations of misconduct and take corrective action when this conduct has occurred. A substantiated charge against a staff member in the District shall subject such staff member to disciplinary action, including discharge. A substantiated charge against a student in the school District shall subject that student to disciplinary action including suspension or expulsion, consistent with the Student Discipline Code. The United States Supreme Court has acknowledged that sexual harassment is recognized if it has the purpose or effect of unreasonably interfering with an individual's work performance or creating an intimidating, hostile or offensive working environment. The school district recognizes that the school properties constitute the working environment for both the hired staff and the students. Jurisdiction for this policy is guided by EEOC guidelines, which apply to all sexual advances regardless of whether they are made at the school itself or outside the school during social or other business occasions. The location and circumstances of the sexual advance are merely relevant factors in the total context within which the legality of the advance is examined under the guidelines. Following the report of any allegation of sexual harassment, the district supervisors shall notify the proper legal authorities along with any investigation the district shall conduct of its own. Furthermore, due to the fine distinction between student sexual harassment and child abuse and the potential liability of the district, any student claims of sexual harassment or improper sexual conduct concerning a student, should immediately be referred to the Children's Division of Health and Welfare and/or the proper law enforcement agency. Students or employees should understand that in reporting the complaint, any such communication may not be considered privileged information, and the person to whom the communication is made may have a duty to report the incident either to his or her superiors or to other authorities, including the Idaho State Department of Health & Welfare or a proper law enforcement agency. Discipline Philosophy Statement: Potlatch Junior-Senior High School strives to guarantee each student the excellent education environment they deserve. Classroom Conduct Each classroom teacher will have his/her own individual set of rules. Consequences may be detentions, Saturday Morning School Consequence procedure A parent must have a one-day notice of a student's detention. A student who accumulates 60 minutes of detention time in one week period ( 5 school days ) will automatically be required to attend SMS Missed detention without notifying the principal will result in the detention time being doubled; two consecutively missed detention sessions will result in the student being assigned a SMS School extracurricular activities are not an excuse for missing a detention session. A student required to serve three SMS in one semester will be subject to a three day suspension Detentions will be will be at the discretion of the building administrator. II. Misconduct out of the classroom Students are reminded that consequences for misconduct outside the classroom are at the discretion of the hall duty monitor and/or the building administrator. Detentions, Saturday Schools, Saturday workdays, and suspensions may be issued on a first-offense, depending on its severity. Based on the severity of the offense, the building administrator has the discretion to address the consequences administered. III. T ardies Each student may obtain one tardy per semester without penalty. A student with a second tardy will receive 30 minute detention. The third tardy will require the student to serve a second detention. A fourth tardy will require the student to attend a Saturday Morning School. IV. Absences Each teacher will record student absences or tardies on his/her classroom computer. Students must checkout through the office before leaving the school grounds during the school day. Failure to do so will result in a thirty minute detention . The second offense will result in a SMS. If you are not returning after the noon hour, you must still checkout from the office. Students are required to have their absences cleared / excused through the office the day they return from the absence with Parent / guardian phone call or note. V. Saturday Morning School - Detention A student choosing to break classroom and/or school rules and regulations or those who have a second tardy will be required to attend an assigned Detention and he/she will also be subject to the following consequences. Attendance Rules: Failure to attend a detention session without an excuse from the principal will result in being assigned two detentions. Two consecutively missed detentions will result in the student being required to attend a Saturday Morning School. A missed Saturday Morning School will result in the time being doubled and a parent conference will be held. Student Responsibilities: Each Detention student must arrive before the assigned time Each Saturday Morning School/Saturday Work Day student must arrive before 8:30 a.m. Doors will be closed after this time and no one will be allowed into the room. Stereos, and radios and other non-essential items will not be allowed. The student is expected to work on school assignments with school related materials. Students will not be allowed to leave the room after the session begins. Disruptions of any kind will not be tolerated. The student will work from 7:45 /8:30 until they are dismissed without any breaks. If a student chooses to be disruptive, the student will be removed and the removal will count as a missed session. VII. Leaving School Without PermissionA student choosing to leave school without office approval (checking out) during the course of a school day will be subject to the following consequences: First Infraction - Detention Second Infraction- Saturday Morning School Third Infraction- One day suspension VIII. Weapons Policy: Note: This is only an outline of the policy adopted by the Board of Trustees, Potlatch School District #285. For a complete copy of this policy refer to 3310 District Policy Manual. IX. Street Shoes on Gym Floor The use of footwear other than authorized gym shoes used only for gym purposes are prohibited from the gym floor. Offenders may lose gym privileges. Malicious Mischief Willful destruction of school property and/or vandalism will include First offense 2 days detention plus damages Five days suspension plus damages XI. Open Campus and Driving Policy While the Potlatch School District No. 285 recognizes that automobiles are an integral part of today's society, it also recognizes the need for eliminating unsafe practices during the school day. Therefore, the Potlatch School District maintains a position of assurance to parents that their student(s) will not be allowed to ride in a vehicle between the hours of 8:15 a.m. and 3:00 p.m. with anyone other than a member of their immediate family. Further, recognizing some students have a legitimate interest in using their automobile during the school day, the Board of Trustees has decided on the following: Students, other than those operating a vehicle themselves, may ride with members of their immediate family only. These are to include: Grandparents Sisters/Brothers Parents/Guardians Any deviations to the above must first be cleared through the administration. Questions concerning this matter should be directed to the building administrator. Violations to the above will lead to: For the first offense, driver and passenger(s) of the vehicle will receive an automatic Saturday Morning School session and will not be allowed to drive during school hours for 45 school days from the day of the offense. A second offense will lead to suspension and loss of senior sneak privileges for both driver and passenger(s) . No student may drive a vehicle off campus if said vehicle has been prohibited from leaving campus, due to a previous violation involving said vehicle. A violation of this rule will result in a suspension of up to five (5) days. Students who have lost driving privileges may not drive any vehicle on or off campus during their suspension period. A violation of this rule will result in a suspension of up to five (5) days. All drivers are expected to obey safety, noise and speed (10-MPH) rules. All drivers are expected to park appropriately in designated areas only. Dirt bikes, A.T.V. or other non-licensed, street legal vehicles are prohibited on school district property. Violation of the rule will result in the student leaving their vehicle at home and the assignment of a detention or Saturday Morning School. Riding in the back of pickups on school district property is prohibited. Note: Students are to remember that this policy applies on campus as well as off campus i.e., do not pick up other students once off campus during lunch. Addendum: This policy will be in place for grades (7-12) XII. Theft The unauthorized removal of school property or the property of a member of the student body or school personnel with the intent to steal is prohibited. Offenders will have one or more of the following applied: First offense will result in a 1 day out of school suspension / law enforcement contact Second offense will result in two days suspension a. No hats allowed in the building b. Shorts : Shorts will be allowed during the entire year. Shorts must be: When standing, the shorts must be longer than middle finger tip length No running shorts No tights or skins (spandex) Shorts must be hemmed or rolled The administration or Student Council reserves the right to prohibit any clothing that would interrupt the learning environment of the school or classroom No pants will be worn below the hips Waist bands may not be rolled down c. Shirts : No shirts with sexual innuendos No high waist shirts (boys or girls) All shirts must touch the top of waistband when standing No halter-tops. No tube tops. No spaghetti tops unless worn over another shirt No shirts with alcohol / drug logos No low-cut shirts or tops which shows cleavage Tank tops will be allowed if the strap is no less than two finger width d. Skirts/Dress Length Skirts must be longer than four inches above the knee Violation: If for any reason a staff member finds a piece of clothing either unacceptable or offensive the student will be asked to change the article of clothing immediately or be sent home. Each violation thereafter will result in a one day suspension. XIV. Public Display of AffectionGraphic display of public affection is inappropriate at school and will be addressed as a discipline issue. Repeated display of public affection is punishable by detention or suspension at the discretions of the principal or his /her designee. Parents will be notified of the discipline detention/suspension. XV. Personal Communication DevicesStudents are not to use personal communication devices on school property during the school day ( 8:10 AM – 3:00 P.M. ) These devices include, but not limited to, pagers, cellular phones, two-way radios, wireless PDAs, and other electronic communication devices, etc. All such devices must remain in the off position during the school day. In no case will any personal communication device be allowed that provide for wireless unfiltered connection to the internet or which has the capability to take photographs. Cell phones that are seen or heard during the school day will be confiscated and returned to the parent or legal guardian. A repeat offense will result in a referral to the Superintendent. Violation of this policy may result in detention and or suspension. XVI. Plagiarism: The consequence will up to the discretion of the individual teacher. Student Grievance Student grievance procedure for discipline problems should first be addressed with the teacher involved. If a student does not feel justice has been served, they may refer the problem to the Principal. The Principal will then contact the teacher for an explanation of the situation. The Principal will then make a determination based upon the information provided by other parties. If the student still feels that justice has not been served, they may take their case to the Superintendent. Beyond this step the student should ask to be placed on the school board's agenda. This may be done by seeing the Superintendent. At any stage the parent is welcome to be part of the grievance. Extra Curricular Eligibility RequirementsStudents will be required to maintain a GPA of 1.5 with no F's in order to be eligible to participate in extracurricular activities. F's will be checked for at midterm (poor work slip time) and GPA's will be checked at the end of each quarter. Students not meeting either requirement will be placed on level I probation for two weeks. At the end of those two weeks, if the student is not meeting requirements, he (she) would move to level II probation. If requirements are met at the end of two weeks, the student will be off probation. Level I: Student, parent coach is made aware of the problem. The student can still play and practice. Level II: The student can practice but not play in games. When the student can provide documentation that he (she) is meeting requirements, he (she) can return to level I probation immediately. A student can remain on level II probation indefinitely so dismissal from the team will be left up to the discretion of the coach. If you have any questions concerning activities, requests for busses, or scheduling, see the Activity Director. It is suggested that you schedule events and activities as far in advance as possible. Many events will be scheduled at the beginning of the year. These will usually take priority over requests for scheduling later if a conflict occurs. Requests for busses should be made a minimum of 1 week in advance of departure date. If the busses are needed on Monday, notification should be made the previous Monday. POTLATCH SCHOOL DISTRICT #285 Graduation Requirements At Potlatch School District #285 we believe… 1. That a high school diploma signifies the achievement of passing grades in a rigorous study of curriculum materials designed to allow all students to achieve after high school. 2. That to ensure the worth and integrity of the standards of a Potlatch High School Diploma, 75% of the credits required for graduation must be obtained at Potlatch High School or transferred from an accredited secondary school. 3. That sectarian courses of study cannot be counted to fulfill graduation requirements at Potlatch High School. 4. That credit for any unaccredited schools or courses of study shall be accepted only after student competency has been demonstrated for the satisfaction of the appropriate staff of Potlatch School District #285. 5. Participation in the graduation ceremony requires that all necessary credit requirements be achieved and all debts to the School District be paid in full prior to the ceremony. Students will receive the earned diploma when the above requirements are met in any case. Correspondence Courses/Cyber Classes A student may receive one (1) semester of credits (7 classes) toward high school graduation through correspondence courses and/or cyber classes. All correspondence credits or cyber class credits used in completing graduation requirements shall parallel the content of course outlines in the Potlatch High School curriculum. Only those correspondence courses/ cyber classes that are approved in advance by counselors and/or administrators will be accepted for credit. All costs associated with correspondence courses/ cyber classes are the responsibility of the student. Students will be allowed to take up to two (2) correspondence courses and/or cyber classes per semester with approval by parents and school administrators. Such correspondence courses/ cyber classes may be taken on campus during an open period in the student's schedule if scheduling permits and with administrative approval. Service Credits Service credits include classroom aides, library aides, and office aides. No more than four such credits may be taken as credits toward graduation. Service credits may be taken during grades eleven (11) and twelve (12). Attendance/Enrollment Students wishing to obtain a diploma from Potlatch High School and/or participate in the graduation ceremony must be enrolled and attend a minimum of three (3) classes in at least one (1) of the semesters of the senior year. Early Graduation Students who successfully complete the graduation requirements established by the State and the District prior to completing eight semesters of high school work, may petition the Superintendent and the Board to graduate early. Eight full semesters of attendance are recommended by the District for students to obtain the maximum benefit from the program of studies available. However, after consultation among student, parent/guardian, and the Superintendent or designee, the Board may permit early graduation, under unusual and unique circumstances, for students who would benefit from early graduation. Students who meet the early graduation requirements of this policy may participate in the next available graduation ceremony. Alternate Graduation Mechanism The Potlatch School District #285 Board of Trustees desires all students to meet graduation requirements as set forth by federal, state, and local requirements. In addition to the completion of 44 credits, beginning with the graduating class of 2006 and each class from that point in time, students must pass with a proficient score the ISAT tests in math, reading, and language usage as adopted by the State Board of Education. Students will take the tests in fall and spring in their 9th grade year. Students Can score advanced, proficient, basic and below basic. If a student scores a proficient or advanced score in the spring of his/her 10th grade year, that student no longer has to take the test(s). If necessary, students can take the test(s) their junior and senior years. If a student has not scored a proficient score by the senior year, the student has the option of appealing to the Board of Trustees for relief from the ISAT proficiency requirement. The district requires that all students who appeal for relief for the ISAT proficiency requirements must successfully complete an alternative program equivalent to the ISAT requirement approved by the Board of Trustees in order to graduate. The alternative program is available to any senior enrolled as a full-time student in Potlatch School District #285 who has not demonstrated proficiency on all components of the ISAT tests. The district's alternative program is aligned to the state content standards and is based on academic proficiency and performance. Students who choose to appeal must meet the following eligibility requirements: Locally established alternative graduation measures shall be developed and set forth in administrative procedures. Students not meeting the ISAT proficiency measure may appeal to the Potlatch School District #285 Board of Trustees as early as the last week in August and no later than the first week of the second semester. The appeal shall include evidence of completing one of the alternative graduation requirements as outlined in the procedures. Students who choose to appeal must meet the following eligibility requirements:
Appeal Procedures: At the beginning of a student's senior year, he/she can meet with the high school counselor and principal to choose from the Potlatch School District #285 Board of Trustees approved list of alternate mechanisms. The choice they make will be used to show they are proficient in those areas where they were not able to pass the ISAT test. As the student completes the mechanism they must contact the high school principal to submit individual student documentation to the Alternative Measure Review Committee (AMRC). The committee reviews the documentation and makes a written recommendation to the Board of Trustees. By board motion, the board grants approval for graduation. The ARMC will consist of the superintendent or his designee, high school counselor, and two teachers. Choices students have to demonstrate proficiency through the appeal process are as follows:

General InformationEvery student should be enrolled in at least six courses every semester. Teachers Aide, Library Aide, Office Assistant, and P.E. Assistant cannot be counted as one of the five courses, but they do receive ½ credit per quarter. They do not count towards the honor roll or GPA. Each semester is worth one credit; any full year course is worth two semester credits or one unit. Fire Drill Procedure The first two students to the designated exits will hold the doors open for all students. Teachers and administrators will take very rigid control of their respective classes when the fire alarm sounds. Teachers and students will file far enough from building to be certain that everyone can exit in record time. Keep moving and do not block the exits. Do not attempt to reenter the building until an administrator has given permission. SPECIAL SERVICESThe Potlatch School Administrators recognize the importance of each individual enrolled in the school. This recognition has led to the study of pupils as individuals and to the idea that young people should be educated according to individual differences and needs. Special services have been developed to more adequately help students develop their abilities and in general, grow into happy constructive adults. What kinds of services are provided?These services are designed to help students in each of the following groups: Emotional Maladjustment Social Maladjustment Reading Problems Learning Disabilities Language Impairments Speech Handicaps Hearing Handicaps Visual Handicaps Crippling Handicaps Special Health Problems How services will be provided. Two teachers will be available for individual or small group assistance to those students in Junior or Senior High School who need these services. A Communication Disorders Specialist will work with students having speech and/or language impairments. The School Psychologist will administer intelligence tests and provide counseling services on an individual basis. The school nurse will be available on a weekly basis for those students who might have problems that are health related or who request information regarding their physical development. The nurse will also be a resource person for teachers. The school counselor will be available on a daily basis for those students who might have emotional problems or addictive behaviors or who request counseling at the school level. How to apply for Special Services. Students themselves may apply for special services. Parents or teachers may also refer students for these services or students may refer themselves Application forms may be obtained by contacting the director of special services, or by leaving a note in the mailbox with your name and services requested. When to apply. Applications for special services may be submitted any time during the school year. However, there may be a waiting period while an evaluation to determine eligibility is conducted and scheduling arranged if the applicant is eligible. POTLATCH JUNIOR-SENIOR LIBRARY MEDIA CENTERDuring the school year the library media center is open from 8AM until 4PM on Monday through Thursday and from 8:00AM to 3:30PM on Friday (unless otherwise noted) The library is closed during lunch.. Food and beverages are not allowed in the library. The library and media center collection includes nonfiction (factual) books, including reference, and fiction books (stories or novels). Both hardback and paperback books make up the collection. Other materials include magazines, Readers Guide to Periodicals, newspapers, and online resources. The library is also home to a number of computers that are available for student use during library hours. Checkout rules are as follows: Regular collection books may be checked out for a three-week period. During the fourth and following weeks, books will be considered overdue. If a student has overdue materials, he/she is not to check out any additional materials until the overdue books are returned or brought in for renewal. Only three items should be checked out by a student at any time. Encyclopedias and magazines may NOT be checked out of the library except for use within a classroom by a teacher. Instead, users may have the needed research information copied by the librarian aide for out-of-library use. It is requested that all materials be properly checked out from the Library Media Center so that the librarian will know where materials are. If books, magazines, or other materials are lost or damaged, tell the librarian at once. A reasonable amount of time will be given to the student to find lost materials; however, at the end of the current semester the item is still lost, replacement cost will be charged. Damaged books may be paid for or replaced with a librarian-approved book. The library staff at the Potlatch Jr-Sr High School shall strive to make the Library Media Center a place where students and teachers may study, do research and recreational reading, and use computers without undo noise and confusion. Social visiting may be allowed before and after school. During school hours students are asked to work quietly and not disrupt the study of others. All persons using the facility must abide by the rules, or they will be asked to leave. Classes are welcome in the LMC as a unit and teachers are urged to bring (and remain with) their classes for research, study, and computer use. (However, teachers are requested to schedule group time in the LMC to avoid overcrowding and confusion). New teachers are encouraged to become acquainted with the holdings, services offered, and the media center staff. Suggestions are welcome from teachers and students for the ordering of materials and facility improvements. Any suggestions will be given careful consideration for purchase. ATHLETICS ELIGIBILITY JUNIOR HIGH SCHOOL It is important for each student to achieve to be the best of their ability in the classroom. Students assume the responsibility to assure that they are achieving adequately in their academic subjects. Lack of effort is the most common reason for failure in the classroom. Therefore this eligibility policy will be used to provide motivation for those students who need it. Jr. High school activity students will be evaluated every four and one half weeks (mid-term and quarter) If a student has two D's or one F, they will have 4 ½ weeks to improve. (They may continue to participate). If at the end of that 4 ½ week period they still have failing grades (two D's or one F), they will not be allowed to participate. Spring semester grades (for 7 th graders) will carry over into the fall of the 8 th grade year. We certainly hope this will encourage and motivate our young athletes to reach their potential. You were in school last semester. (There are exceptions.) You received credit in five solid subjects last semester. You have a physician's certificate to compete. You changed schools and your parent or guardian moved with you. You have enrolled and attended school before the 11 th day of any semester. You have on file an athletic transcript in the Association's office if you are a transfer. You have not been in attendance more than eight semesters. This semester of attendance is not more than the fourth sport season since you first enrolled in the ninth grade. (A student is entitled to only four consecutive years of eligibility since he first enrolls in the ninth grade.) You are in grades 9-12. You compete in an unapproved benefit game. You compete in an all-star game, which is not approved. You accept any award (money or otherwise) in an activity sponsored by this Association, unless approved by the Board of Control. You have been absent from school more than two weeks at the end of the semester. (There are exceptions). You have not enrolled in any school by the end of the ninth week for second semester eligibility. You are a transfer student whose parents or guardians did not move with you. (There are exceptions). You are enrolled in an institution of college standing. You bet on a contest in which you are a participant. ATHLETIC PHYSICALSSeventh, ninth, and eleventh grade physicals are required in order to participate in the athletic program. OUT OF TOWN GAMESIt is required that students ride both ways on the bus. Only a student's parents/guardian may remove him/her from the bus if they first check with the bus chaperone. Any deviation from this rule will only be granted after the parent meets with the principal at school to make the arrangement. Students are expected to use good judgment in conducting themselves at out of town games. You are representing your school and others will judge our school according to the way you act. Misbehavior, such as drinking or fighting, will not be tolerated and will result in loss of the privilege to attend such events and possibly more serious consequences. Notification of Rights under FERPA For Elementary and Secondary Schools The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain rights with respect to the student's education records. These rights are: (1) The right to inspect and review the student's education records within 45 days of the day the School receives a request for access. Parents or eligible students should submit to the School principal [or appropriate school official] a written request that identifies the record(s) they wish to inspect. The School official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. (2) The right to request the amendment of the student's education records that the parent or eligible student believes are inaccurate. Parents or eligible students may ask the School to amend a record that they believe is inaccurate. They should write the School principal [or appropriate school official], clearly identify the part of the record they want changed, and specify why it is inaccurate. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. (3) The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the School has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. [Optional] Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. [NOTE: FERPA requires a school district to make a reasonable attempt to notify the parent or student of the records request unless it states in its annual notification that it intends to forward records on request.] (4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are:Family Policy Compliance Office U.S. Department of Education 400 Maryland Avenue, SW Washington, DC 20202-5901 [NOTE: In addition, a school may want to include its directory information public notice, as required by § 99.37 of the regulations, with its annual notification of rights under FERPA.] Notification of Rights Under the Protection of Pupil Rights Amendment (PPRA) PPRA affords parents certain rights regarding our conduct of surveys, collection and use of information for marketing purposes, and certain physical exams. These include the right to: ?Consent before students are required to submit to a survey that concerns one or more of the following protected areas ("protected information survey") if the survey is funded in whole or in part by a program of the U.S. Department of Education (ED)- 1. Political affiliations or beliefs of the student or student's parent; 2. Mental or psychological problems of the student or student's family; 3. Sex behavior or attitudes; 4. Illegal, anti-social, self-incriminating, or demeaning behavior; 5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; 7. Religious practices, affiliations, or beliefs of the student or parents; or 8. Income, other than as required by law to determine program eligibility. ?Receive notice and an opportunity to opt a student out of - 1. Any other protected information survey, regardless of funding; 2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hearing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and 3. Activities involving collection, disclosure, or use of personal information obtained from students for marketing or to sell or otherwise distribute the information to others. ?Inspect, upon request and before administration or use - 1. Protected information surveys of students; 2. Instruments used to collect personal information from students for any of the above marketing, sales, or other distribution purposes; and 3. Instructional material used as part of the educational curriculum. These rights transfer to from the parents to a student who is 18 years old or an emancipated minor under State law. Potlatch School District has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. Potlatch School District will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. Potlatch School District will also directly notify, such as through U.S. Mail or email, parents of students who are scheduled to participate in the specific activities or surveys noted below and will provide an opportunity for the parent to opt his or her child out of participation of the specific activity or survey. Potlatch School District will make this notification to parents at the beginning of the school year if the District has identified the specific or approximate dates of the activities or surveys at that time. For surveys and activities scheduled after the school year starts, parents will be provided reasonable notification of the planned activities and surveys listed below and be provided an opportunity to opt their child out of such activities and surveys. Parents will also be provided an opportunity to review any pertinent surveys. Following is a list of the specific activities and surveys covered under this requirement: ? Collection, disclosure, or use of personal information for marketing, sales or other distribution. ? Administration of any protected information survey not funded in whole or in part by ED. ? Any non-emergency, invasive physical examination or screening as described above. Parents who believe their rights have been violated may file a complaint with: Family Policy Compliance Office PPRA Notice and Consent/Opt-Out for Specific Activities The Protection of Pupil Rights Amendment (PPRA), 20 U.S.C. § 1232h, requires Potlatch School District #285 to notify you and obtain consent or allow you to opt your child out of participating in certain school activities. These activities include a student survey, analysis, or evaluation that concerns one or more of the following eight areas (“protected information surveys”): 1. Political affiliations or beliefs of the student or student's parent; 2. Mental or psychological problems of the student or student's family; 3. Sex behavior or attitudes; 4. Illegal, anti-social, self-incriminating, or demeaning behavior; 5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; 7. Religious practices, affiliations, or beliefs of the student or parents; or 8. This list is not exhaustive and, for surveys and activities scheduled after the school year starts, the Potlatch School District will provide parents, within a reasonable period of time prior to the administration of the surveys and activities, notification of the surveys and activities and be provided the opportunity to opt their child out, as well as an opportunity to review the surveys. (Please note that this notice and consent/opt-out transfers from parents to any student who is 18 or older or an emancipated minor under State law.)
